Malawi’s health sector faces severe human resource shortages despite strong political commitment since the late 1990s. Limited financial support led to an emergency training plan in 2002, and a comprehensive programme, the Emergency Human Resources Programme (EHRP), was launched in 2004. The EHRP focuses on retention, deployment, recruitment, training, and incentives for 11 priority cadres. Funding comes from the Malawi Government, DFID, the Global Fund, and the health SWAp. Short-term measures include attracting retired staff and salary top-ups, while long-term goals involve expanding pre-service training capacity by 50%. Preliminary results show increased enrolment in clinical courses and a reduction in nurse emigration, though management capacity remains a challenge.
