Ghana has developed a new human resources strategic plan to address its health workforce shortage from 2007 to 2011. This plan aligns with broader health sector goals, including system development, healthy lifestyles, reproductive and nutrition services, and governance. It supports the President’s vision of achieving middle-income status by 2015, requiring a healthy population. A review of the 2004 health sector programme linked poor health outcomes to workforce morale and distribution issues. Following a 2005 health workforce forum, the Ministry of Health conducted a needs assessment to inform the current plan.
