This study developed a globally relevant competency framework to strengthen the public health and emergency workforce in delivering the 12 Essential Public Health Functions (EPHFs). Using a mixed methods approach—combining literature review, content analysis, and iterative consultation—the researchers identified 20 core competencies across six domains and 40 practice activities across five domains. The competencies provide a unifying foundation for the public health workforce, while the practice activities are role-specific and context-dependent. Together, they offer a holistic approach to competence that links education and practice. The framework, based on the WHO competency model, provides a common yet adaptable language to guide learning, assessment, and workforce development globally.
