This paper analyzes the development of Pakistan’s first dedicated public health and health promotion policy—the 2004 National Action Plan for the Prevention and Control of Non-communicable Diseases. Marking a shift from treatment-focused health strategies, the plan emphasizes community-based health promotion through mass media and integration into the Lady Health Workers’ program. Developed through a comprehensive consultation process modeled on the Australian Policy Cycle, the initiative was driven by a strong public-private partnership among the government, WHO, and the NGO Heartfile. The paper highlights the plan’s significance in advancing community health promotion in Pakistan.
